Is she flirting because she wants me to make a move on her?

I sit next to this girl in oneof my cles in school (we're both in 9th grade) and we're very flirty together, her more than me. She laughs alot and when we talk, she always looks straight into my eyes and twirls her hair or something and glances down at my mouth. she also makes an effort to make physical contact, like she'll say oh my hands are so soft from this new cream i'm using. Then she'll have to grab her hand. She plays footsies with me. Idk if she is just a flirty girl, or if is actually waiting me to make a move on her. How can i find out? If you think she's waiting for a move, howshould i do it? It'll be my first time. Need tips
