Why does Congress often resort to omnibus bills to p legislation?

Although for question 1 none of the answers is technically correct, answer 1 comes the closest. IN real life, omnibus bills are ped because Congress cannot agree on various aspects of the bills in front of them so they keep getting amended and returned to committee. Eventually, time runs out and the only solution to keep the government operating is to p either a Continuing Resolution (which is a temporary measure) or an Omnibus spending measure (which funds the agencies for the remainder of the fiscal year).
